斗六市代會堅持不放行付給台糖公司3條馬路的租金預算，若真要付，要求公所封路收租金，雲林縣消防局將是最大金主。（周麗蘭攝）

斗六市公所因不堪租金負荷，唯恐台糖公司查封斗六市產，擬拆消防局前2條路還地，雲林縣議會臨時會21日炮轟縣府協調不力，台糖公司收租又免稅是否合理？公所沒有理由再付租金給台糖，即使縣府要付，縣議會也不會同意。77年間，斗六市的公明路、公園路由農業區變更為道路用地，因整筆土地為台糖所有，斗六市公所承租這2條馬路租金，附近後來興建斗六簡易法庭、雲林縣消防局。

擬拆路還地 雲縣府挨批協調不力

斗六市公所因不堪租金負荷，唯恐台糖公司查封斗六市產，擬拆消防局前2條路還地，雲林縣議會臨時會21日炮轟縣府協調不力，台糖公司收租又免稅是否合理？公所沒有理由再付租金給台糖，即使縣府要付，縣議會也不會同意。77年間，斗六市的公明路、公園路由農業區變更為道路用地，因整筆土地為台糖所有，斗六市公所承租這2條馬路租金，附近後來興建斗六簡易法庭、雲林縣消防局。

斗六市公所從77年起陸續付租1470萬元，前幾年市代會拒絕由公所再埋單，全數刪除預算，台糖公司101年提告勝訴，聲請拍賣市有土地一筆獲260萬元。因今年租金又未繳，台糖公司本月再向地方法院遞狀控告，公所不堪又被查封法拍土地，決定拆路還地。縣府認為，斗六公所為道路主管單位，若拆路，縣府將依法開罰。縣議員林聖爵、林岳璋、賴淑娞21日於縣議會臨時會抨擊，縣府有責任解決問題，而非威脅公所要開罰。3名議員表示，斗六市公所無法再接受土地被法拍，斗六市代會也非無理取鬧，正在醞釀若不拆路，就封路收過路費，到時候付最多的可能是雲林消防局與民眾。議員黃文祥指出，他家的土地變成道路也沒再收租，何況是公明路、公園路附近都是公家機關。工務處長彭子程答詢說，當時租約是市公所訂的，整起事件問題源頭是「租約」。3名縣議員反駁，台糖公司79年到92年收租，又以道路為由申請31筆土地免稅，台糖已違法在先，縣府怎能視而不見，要求盡速找三方協調不能再拖。(中國時報)，

    　國民黨團為凝聚黨內對年金改革的共識，已召開多次黨團大會。昨日黨團大會則邀集考試院、教育部、勞委會等官員共同討論勞軍公教退休改革方案，會中並達成若干具體共識。
    　在軍公教優存十八％部份，領一次退者，存款金額若在兩百萬元以下，維持十八％利率不動；兩百萬到五百萬元者，則改為十四％；五百萬元以上者，則調降至九％。國民黨團書記長賴士葆表示，目前領一次退的軍公教人員，僅占所有退休人員的五％，因此影響不大。
    　至於，兼領月退與十八％者，則按考試院方案，在民國一○五年維持十八％利率、一○六年降為十二％，之後每年調降一％，最後達到七％加上台銀定存利息目標。
    　此外，會中也通過立委羅淑蕾提案，將勞保年金改革方案實施年限與退休計算年數，比照軍公教方案，皆由一○六年開始實施，採漸進式改革。
    　至於，勞保最高投保薪資是否調高？年資給付率一．五五％是否調降？賴士葆則說，勞保最高月投保薪資四三九○○元的天花板，幾乎已確定提高一級，即增加一九○○元，達到四五八○○元；而一．五五％費率問題，黨籍立委多希望維持不動，下周黨團大會將再度凝聚共識。
    　國民黨立委曾巨威昨也在會中報告退休公立大學教授退休轉私校領雙薪問題。據賴士葆轉述，曾建議教育部參考美國「退休所得檢測機制」，將轉任私校教授的退休俸以八折計算，與會的教育部長蔣偉寧則同意研究。，
