魔鬼藏在細節裡。雲豹甲車動力底盤系統採購案,軍方預算金額78億多元,但中興電工、億嶸、啟福與崴軒等公司組成的軍火商集團,硬是以差價30億的48億元低價搶標,加上雲豹甲車除了動力底盤系統經常凸槌,動力啟動馬達、輪胎主軸、車輛承載等超過10項都有問題,弊端連連。台中市調查處副處長潘仲隆指出,該案限制得標廠商資本額至少要千萬元,億嶸、啟福這些慣以不法方式介入軍方採購案的鐵皮工廠軍火商,資本額未達門檻,才會找上中興電工合作。

據悉,雲豹甲車動力底盤系統採購案,仍有其他競爭者,因此外界質疑價差30億,軍火商集團怎敢標呢?軍方又為何會採最低標決標,而不採異質性招標或最有利標,以確保優質廠商投標,保障雲豹甲車品質,反給軍火商集團介入的機會?這是檢調質疑之處,也將進一步釐清原委。潘仲隆強調,雲豹八輪甲車動力底盤系統採購數量為326套,目前已移交200多套,廠商不止看上還可取得後續擴充334套的龐大利益,未來還有權優先議約後續擴充採購334套,及其衍生維修、零件採購逾百億元的巨額利益。但羊毛出在羊身上,得標價差近30億元,當然要想辦法「補回來」,尋找低廉的次級品,不僅降低成本,由於容易損壞,更換零件的周期勢必大為縮短,購買零件的數量自然增加,怎麼算都划算,利之所趨,廉價次級品自然是優先選項。檢調指出,2年前開始移交驗收後,雲豹甲車故障頻繁,除這次查察的動力底盤系統外,動力啟動馬達、輪胎主軸、車輛承載系統等超過10項系統都有問題。雲豹甲車問題一籮筐,但驗收還是輕舟過萬重山,檢調認為,光靠一個士官長和雇員恐難隻手遮天,不排除有更高層級涉案。(中國時報),
