台中市全國首創2期稻作改推廣在地非基改大豆契約收購；期盼中市小朋友從小就「食當季、吃當地！」（陳世宗攝）

「在地生產、在地消費！」農委會不再補助2期再生稻，台中市全國首創輔導海線地區135位農民2期再生稻作區轉作大豆100公頃，由農會以每公斤45元收購，市府每公斤再補助5元獎勵金；大豆除做豆漿供國中小學生試喝，及營養午餐食材，亦將做為社區老人供餐使用。農業局昨日舉辦「在地非基改大豆契約收購記者會」，簽約儀式由市長林佳龍見證，台中市農會理事長林榮樺與契作代表青年農民顏明賢簽約；並發表種植非基因改良大豆誓約，希望推廣非基改大豆使用與種植，進一步維護食品安全。

「天然ㄟ尚好！」林佳龍說，食安已經變成國安問題，為讓市民吃得營養、健康又安全，市府推動農地活化、種植在地農作物，地產地銷；委託台中市農會推行大豆契約收購計畫，保證收購價格每公斤45元，另再給契作農民每公斤5元獎勵金。農業局長王俊雄表示，推廣非基改大豆結合地產地銷，提供優良農產品給消費者，初步規畫以100公頃種植為目標，1公頃平均可生產2500公斤，提供給全市國中小學生一周試喝1至2次豆漿；藉由契作管控耕種時農藥及肥料使用，並推動申請產銷履歷認證，確保大豆合乎安全健康標準。(中國時報)，

小兵立大功 財長：奢侈稅不必廢

    　財政部昨邀集產官學界召開奢侈稅檢討座談會，公布委託中華財政學會進行的檢討報告。計畫主持人、台北商業技術學院財稅系教授黃耀輝形容，奢侈稅是「小兵立大功」，達到量縮價穩與量能課稅的效果，按模型推估，若無奢侈稅，房價至少會比現在再漲10%。
    　檢討報告顯示，奢侈稅實施後，房市成交量雖與狂飆時期無法相提並論，但已回穩，對營建相關產業未產生不利影響，地方政府相關稅收反而增加。奢侈稅實施前後，無論全國或台北市，房價占家戶年所得的房價所得比，也已獲改善。在不動產稅改未達成實價課稅的目標前，奢侈稅不宜貿然退場。
    　黃耀輝認為，台灣房市供過於求，但房價仍不合理上漲，近因為低利率、市場游資氾濫，遠因則為長期以來不動產持有稅負以及不動產交易資本利得稅偏低，造成囤房地及短進短出偏多。研究發現，短進短出者多為囤房囤地的多屋族，全國名下有3棟以上房屋的有66.2萬人，占全體有屋者9%，囤房囤地情況嚴重。
    　針對遊艇公會建議將遊艇業排除奢侈稅課稅範圍，張盛和表示，此次檢討奢侈稅聚焦於不動產上，2年內只課到4艘遊艇奢侈稅，顯示影響不大，需求也不高，如果現在檢討遊艇，其他小客車等高價貨物也會要求檢討，恐會模糊焦點。，

李宗盛昨、今兩場演唱會，為門諾醫院而唱，他不拿唱酬、不送公關票，２萬2000張票房盈餘加上BMW等廠商贊助，共捐出1578萬給門諾醫院「壽豐老人照顧社區護理之家」，他事母至孝，也抱持老吾老以及人之老的想法做公益。「大叔」演唱會將在台北、上海和北京３城市舉行。此外，他也將於明年前進歐美、澳洲。他明年４月４日將登上美國紐約林肯中心開唱，成為已故巨星鄧麗君之後，首位在該場館開唱的華人歌手。他也將在６月22日於英國倫敦皇家亞伯廳（The Royal Albert Hall）開唱，寫下演藝事業新的里程碑，他３月將先前進澳洲雪梨、墨爾本演出。

    　Kaiser家庭基金會研究發現，美國8至18歲小孩有空的時候花在玩電玩、看電視、看影片的時間拉長，2004年平均每天耗在媒體娛樂上超過1個半小時，到了2009年，時間拉長至每天將近7個半小時。
    　而根據全球最大的玩具製造商美泰兒的調查，逾6成父母希望小孩花更多時間在傳統玩具上。美泰兒全球消費者洞察副總修爾（Michael Shore）表示，由於年輕父母花更多時間玩社交媒體，所以親子關係多少有些緊繃。
    　夫妻對此意見不合亦不罕見，塔卡太太出門喜歡帶桌上遊戲給孩子玩，但塔卡先生認為帶iPad比較方便。美國職治協會小兒專員薛芙坎德表示，玩平板電腦雖也能發展良好的運動技能，但不具備傳統玩具擁有的社會互動性和社會交換性。，

吉安警分局長方世君，去年9月上任後，對懸而未破的5子命案相當關注，不僅曾到相關現場勘查，還在今年清明節到法華山納骨塔探視5子的骨灰，希望從中獲得一點「靈感」，當下他腦海竟浮現一個「毒」字，此次發現疑似劉志勤夫婦的骨骸旁竟有農藥，連他都覺得「超玄的」。方世君說，清明節他上法華山納骨塔探視5子骨灰，特別繞遠路從慈雲山火化場方向上山，回程他還在火化場附近繞了幾圈，正好有名同學LINE訊息給他，他告知探望5子骨灰一事，該名同學正好認識測字老師，便問他「要不要測個字？」

吉安警分局長方世君，去年9月上任後，對懸而未破的5子命案相當關注，不僅曾到相關現場勘查，還在今年清明節到法華山納骨塔探視5子的骨灰，希望從中獲得一點「靈感」，當下他腦海竟浮現一個「毒」字，此次發現疑似劉志勤夫婦的骨骸旁竟有農藥，連他都覺得「超玄的」。方世君說，清明節他上法華山納骨塔探視5子骨灰，特別繞遠路從慈雲山火化場方向上山，回程他還在火化場附近繞了幾圈，正好有名同學LINE訊息給他，他告知探望5子骨灰一事，該名同學正好認識測字老師，便問他「要不要測個字？」

由於5子體內都有毒物反應，方世君不假思索，立刻回了個「毒」字，該名同學請人測字後回說，「毒」字可拆為「主」和「母」，推斷主嫌應該就是母親，且母字舊的寫法為「毋」，有無的意思，推斷母親早已死亡，且是被毒死的。如今隨著疑似主嫌夫婦骨骸被發現，並在附近發現一瓶農藥，初步懷疑2嫌可能自知法網難逃，畏罪服下農藥自殺，方世君想到這與之前測字結果不謀而合，不禁覺得「毛毛的，真的好玄！」(中國時報)，
