魚池鄉頭社盆地前身是湖泊，核心區屬泥炭土沼澤，縣府為強化排水功能，多年來耗巨款將水口挖深擴大，卻反因冬季盆心地層空洞下陷，翌年淹水更劇；村民建議設水閘門調節，縣府28日舉辦說明會現勘，將彙整意見請專家評估再作定奪！頭社盆地底泥，由植物草根及累積腐植質構成，遇水膨脹拱高、缺水乾癟下陷；居民百年來種水稻維生，水、土、草取得平衡，並無水患問題。

但近20多年居民多轉旱作，地層乾陷、地表降低，夏季瞬間暴雨常淹水。縣府為解決水患，將盆地西北外緣，原比盆心略高的水口濬深，夏季暴雨時排水確實變得快些，但枯水期原該被泥炭層吸住的水分也一併漏流；盆心乾癟下陷，翌年豪雨水患愈烈，陷入「淹水濬深、濬深地陷、地陷淹水」惡性循環。(中國時報)，
