居民因為臭味及防堵蚊蟲而將水溝蓋用塑膠墊封起來，是虎尾市區淹水的最大因素。（許素惠攝）

虎尾市區近兩年來幾乎遇大雨就淹水，相關單位診斷，發現逾8成水溝蓋遭店家或住戶封掩，導致積水無從宣洩，是淹水主因。面對天鵝強颱，虎尾鎮公所執行掀蓋行動，全面清除溝蓋遮掩物，甚至不排除祭出罰責，以保排水暢通。踏訪商家林立的福民老街、中正路、新興路等，水溝蓋8成以上被塑膠墊蓋住，居民說明，唯恐蚊蟲與臭味從鏤空的溝蓋竄出，所以才以塑膠墊蓋住。

居民看似衛生的作法，卻暗藏淹水危機。虎尾市區連續兩年出現暴雨，積水一時難以宣洩，到處淹水嚴重，民怨四起。今年5月再下暴雨，縣水利處動員把脈，發現許多水溝蓋都被以塑膠墊掩蓋，甚至直接以水泥封死，有的雖留有通水孔，但遇急暴雨時，仍難以宣洩積水。縣水利處長林榮川指出，負責市區排水的西安抽水站足以因應排水，卻有許多水路的水位仍然很高，令他百思不解，經地毯式清查，終於找出水溝蓋被封堵，才是淹水的最大原因。縣府補助公所120萬元執行掀蓋計畫，將改善中正路2側共約165處排水不良側溝，一併移除水溝蓋上的塑膠布、墊，以及占據溝蓋上的盆栽、瓦斯桶等雜物。虎尾鎮長林文彬不諱言水溝蓋被封掩是市區淹水的禍首，公所會先行勸導，希望居民及商家自行清除溝蓋上的掩蓋物，否則將依《市區道路管理條例》內任意占用道路處3萬以上15萬以下罰鍰。此外，林文彬說，平和、青埔2抽水站正積極施工和規畫，大成滯洪池也將完工，陸續完成後，虎尾就能徹底擺脫水患夢魘。(中國時報)，
