這次的歐習會算是結束了；但一個前所未見的新情況可能才開始。如果從高峰會後兩人共同記者會上的發言，和事後逐漸出現的資訊來看，的確是冒出了一個從來沒有出現過的說法，即是，習近平將要「逐步保持中國的完整統一（preserves chinese unity）」。就整體記者會而言，這個說法出現的過程，看來是有點怪異；因為這「保持中國完整統一」並不是出之習近平之口，而是由歐巴馬口中說出的。歐巴馬引述習的用語是一個未來式。他的原句是，「習主席分享了他將如何逐步的去維護中國的完整統一的作法」（President Xi shared his views in terms of how he can move forward in a step-by-step way that preserves Chinese unity.）；而歐巴馬則對習回應表示，美方預期能持續在這些方面保持了解。（So we expect that we’re going to continue to consult in these areas.）。

這次的歐習會算是結束了；但一個前所未見的新情況可能才開始。如果從高峰會後兩人共同記者會上的發言，和事後逐漸出現的資訊來看，的確是冒出了一個從來沒有出現過的說法，即是，習近平將要「逐步保持中國的完整統一（preserves chinese unity）」。就整體記者會而言，這個說法出現的過程，看來是有點怪異；因為這「保持中國完整統一」並不是出之習近平之口，而是由歐巴馬口中說出的。歐巴馬引述習的用語是一個未來式。他的原句是，「習主席分享了他將如何逐步的去維護中國的完整統一的作法」（President Xi shared his views in terms of how he can move forward in a step-by-step way that preserves Chinese unity.）；而歐巴馬則對習回應表示，美方預期能持續在這些方面保持了解。（So we expect that we’re going to continue to consult in these areas.）。

如果看這個由白宮所公布的記者會全文文稿，大致可以了解；歐巴馬是在這段書面稿的一開始，就承認雙方是有分歧，然後再表示，習近平告訴他，是有一套保持中國統一的逐步作法。但就新華社的報導，在雙邊的會談中，歐巴馬是曾經提出了不支持台獨、藏獨與疆獨說法。這部分是雙方在公開記者會中所沒有提及的。當然，歐巴馬還是表達了美國最標準的講法，即是以「美國的三公報與台灣關係法所構成的一個中國政策」回應。但據美方了解內情的人士表示，歐巴馬提出這個「三報一法」是暗示性的警告台灣，需在一個既定的架構內，這樣的關係才能運作，而且台灣有義務配合如此。（Obama’s reference to the three communiques and the TRA contained an implicit warning to Taiwan that there is a framework for the relationship to work， and Taiwan has a responsibility to work with it as well.）美盼溫和拉攏兩岸距離所以如果把這些片片斷斷的訊息拼成完整的故事，大概可以比較清楚的鉤勒出一個圖像，即是，針對包括台灣現下情況在內的當前發展情勢，習近平是有了一些對於未來的想法，以求確保「中國的完整統一」，並且把這些想法和美方交換了意見，而美國是在明確不支持台獨、藏獨、疆獨之外，一方面要求希望保持關切與了解，另一方面則是以三公報與台灣關係法的架構來應對。當然，這個中國「完整統一」之說，可能未必是完全針對台灣，可是當前整體情勢的發展來看，說這些想法必然包括台灣在內，那應該是合理的。從這些若干回應中，可以看出，在兩岸問題上，美方還是希望能以一個比較溫和的方式，來拉攏台灣和大陸的距離，以避免緊張的升高乃至最終攤牌的情勢發生。但這個意圖，有相當程度上，是取決於台灣內部的發展與未來領導人的走向。只是，北京既然都已經把這個議題以相當直接的方式告知美方，甚至與美方進行對話；又為何不回頭想想，乾脆就用兩岸領導人的身分會面，讓兩岸之間直接把雙方的問題與意圖乃至作法，明明白白的放到桌上，做一個更清楚明白的溝通？（作者為資深媒體人）(中國時報)，
