，在技術移轉廠商後，發展成多樣的高安全性電池商品，日本在波音787電池異常及起火事件後，工研院及台電池廠展出的有效防止鋰電池爆炸的STOBA材料，也因此一事件有機會加速與日本鋰電池技術與商業合作，使STOBA高安全鋰電池產品切入日本高價值電池應用。
    　工研院STOBA是奈米級的高分子材料，添加在鋰電池後形成防護膜，如同奈米級的保險絲。此技術在2009年榮獲美國百大科技獎，並於同年技術移轉給能元、有量、興能、精極及喬信等公司。，

24歲方志友當昆凌伴娘已懷孕

台版RQFII一步到位香港失色

    　澳盛銀行大中華區首席經濟師劉利剛表示，大陸是台灣最大出口市場，去年貿易順差達954億美元，令台灣發展人民幣貿易結算等離岸人民幣業務具自然優勢。
    　但他認為，台灣人民幣存款目前約1000億人民幣，和香港人民幣資金池逾7200億元比較，相信台灣的人民幣業務短期仍難以威脅香港。

陸橋崩塌第三天 基市府道歉

    　中山橋陸橋崩塌引發各界關注，

，基隆市府危機處理不積極，讓市民氣憤，另對崩塌原因也說不清楚，從起初的早已列為危橋中央卻不補助經費修復、地震影響，一直在變的說法令民眾不滿。
    　經過周末假日後，針對解決陸橋問題，終於有新的進展，李銅城昨公布委託結構工程技師公會的鑑定報告，指中山橋陸橋的簡支橋版設計，靜不定度較低，即陸橋穩定性漸趨不足，再加上橋齡老舊，及近期多次地震導致陸橋位移。
    　李銅城坦言，這項問題並未在目測檢視中顯示，最後發生意外，坦承「督導不周」向各界道歉。他提出後續利用「鋼便橋」解決，但最快要一百廿天才能完工，讓議員們炮轟「若施工期內有民眾遭車撞死，誰該負責？」
    　幾經催促，市府才拜託軍方協助搭建「倍力橋」，軍方也在第一時間到場勘查，因倍力橋需要支撐點，但下方卻有台鐵經過，高壓電的問題也是考量之一。五三工兵群參謀主任鍾姓中校表示，評估報告於下周一以前將會提出，若屆時允許搭建倍力橋，僅需一天即可完工，直到市府的鋼便橋順利完工後再收回。
    　至於臨時架設的人行通道，面對事發後第一個上班日，已陸續出現「人車爭道」的景象，工務處也決定從今起，在崩塌陸橋旁的車道利用紐澤西護欄、軟質分向桿以及交通錐，設置廿公尺的人行道，其他則接到原本的陸橋使用，不讓民眾全程走在車道上，降低危險性，預計十二日可完工。，

    　卅歲船員蔡城武見狀趕緊上前欲攙扶船長，卻雙雙摔下地板，船長猛力撞擊鋼構地面，頭部嚴重受創，而船員遭船長的手給甩到眼部，不幸失明。船長當場休克加上失血過多，旋即死亡；船員也短暫失去生命徵象，前夜送往淡水馬偕醫院急救後，恢復呼吸心跳。
    　船員透露，因當時一片混亂，導致案發時有多種說法；偵查員昨日查證後，勘驗血跡相關位置也「的確相符」，初步判定這起海上一死一重傷的案件，肇禍者是「雙波浪」，應該是場意外。台塑海運人員也表示，戴船長個性溫和，之前不認識蔡船員，兩人並未發生任何衝突，不可能互毆。
    　檢察官昨下午初步相驗，發現駕駛台的門檻、地板等處確實有戴男的血跡，濺血方向也吻合，主要撞擊傷在額頭、後腦勺和一處太陽穴，並無可疑傷勢，研判戴男應為意外死亡。船長的母親、妻小等家屬無異議，台塑海運公司也將從優撫卹。，

今年師鐸獎昨天頒獎，共表揚72名師鐸獎、13名教育奉獻獎，以及240名服務滿40年的資深優良教師。獲獎的林姉瑤，3歲被診斷出重度聽障，在特殊教育仍不普及的年代，她在普通班和一般生一起上課。她回想，國小老師很少針對她的聽力障礙問題給予協助，曾經被老師放棄過，同學還譏笑她、拉她頭髮、拿鉛筆刺她鼻子，因此，國小時經常轉學，直到小五戴上助聽器後才改善。林姉瑤指出，不愉快的求學經歷讓她立志當老師，並苦練發音。不過，聽障者當老師需要克服許多狀況，只要一個孩子的嘴巴在動，就必須馬上看著他的嘴型，同時，她在上課時，有些學生故意模仿她有捲舌且鼻音較重的口音，或者裝作聽不見她的提問，也曾被同事告知「妳的聲音不好聽，不要再用廣播講話了」，她都坦然面對，用耐心去溝通。姜青慧 把愛留給偏鄉兒此外，30歲的嘉義縣仁和國小老師姜青慧，是今年師鐸獎最年輕的得主，她是公費師培生，畢業分發到偏鄉學校，在4年任滿後，她放棄調到都市的機會，選擇留在山上，持續推廣閱讀、讀報教育，並輔導學生李伊婷成為首位新住民子女的總統教育獎得主。仁和國小地近阿里山，國小加幼兒園的學生只有20人，距離最近的便利商店開車要40分鐘，沒有第四台，三台的訊號也不好。「都市有很多優秀的老師，不差我一個！」姜青慧說，偏鄉學校最欠缺的是老師，有些班級幾乎年年換導師，但她從小一帶到小六，更把孩子的語文學力程度提升超過嘉義縣學童平均表現。她指出，學生家長多半是農夫，也有很多是單親、低收入、新住民家庭，而且同儕刺激較少，但孩子的資質並不差，每班只有3、4人，更適合進行差異化教學。在山上任教的8年，姜青慧遇到志同道合的人生伴侶、同樣在仁和國小任教的黃冠傑，共同奉獻給偏鄉教育，2人打算明年結婚，屆時邀請全校孩子當花童。(中國時報)，

頭份鎮斗煥國小18日舉行畢業典禮，其中1名鍾姓男童的「阿伯」獲頒特別奉獻獎，這名「阿伯」是頭份警察分局斗坪派出所警員林振民，去年底因協助校方尋找中輟的男童，發現他家庭功能差，警代父職照顧、開導，鍾童昨畢業，林振民與老婆相當感動，會繼續輔導他走上正途。去年12月斗坪派出所接獲斗煥國小校長陳招池報案，校內鍾姓男童常常翹課，擔心在外恐被不良份子帶壞，值班的警員林振民先協助找到鍾童，詢問下得知單親的鍾姓學童家有年邁奶奶及輕度智障的父親、姊姊，奶奶無力管教，下課後常在外遊蕩至凌晨才返家，白天常起不來翹課，師長相當擔憂。

「知道鍾家狀況，想把他視如己出疼愛照顧」林振民和老婆介入輔導，鍾童下課後要求他到隔壁的斗坪派出所寫功課，放假也會帶他出去玩，恩威並施，一步步將他的生活導回正軌。鍾姓男童半年來在林振民夫婦照顧、開導下，功課從零分到畢業考全部都及格，跟同學也有良好互動，鍾童胸前掛著畢業生名牌，靦腆的對林振民說「阿伯謝謝你！」林振民說，鍾童是缺乏關愛，只要即時導正行為，了解他的長處與優點，讓他找回自信與成就感，上國中後也會持續追蹤他的行為與課業，「已經把他當作自己的孩子了！」(中國時報)，

警方調查，67歲的陳男無前科，是個人車行計程車司機，昨日凌晨3時許，陳男開車行經板橋區大同街時，看到對向有客人揮手攔車，準備迴轉載客，卻沒注意到喝得醉茫茫的黃男忽然「仆街」倒地，直接輾過。迴轉載客 大意肇禍陳男下車查看，發現自己闖禍了，嚇得趕緊報警，警消獲報趕抵將黃男送至亞東醫院急救，仍宣告不治。警方指出，黃男平日就有喝酒習慣，住處就在案發地點對面；搶救黃男當下聞到濃濃的酒氣，隨後採集血液進行酒精檢測，發現酒測值高達1.7，疑似喝完酒準備返家，因醉到不省人事而倒在路邊，不幸遭輾斃。運將送辦 酒測值0死者姊姊向警方表示，弟弟未婚，一個人住在案發地點對面，他因與弟弟一陣子未聯絡，不清楚弟弟為何會喝得醉茫茫還倒在路旁，她也是接獲警方通知後才知道弟弟發生車禍，已聯絡其他家人為弟弟處理後事。警方將陳男帶回進行酒測與製作筆錄，酒測值為0，表示自己因目光只專注在對向揮手攔車的客人，未注意到車前狀況，直到車子突然「震動彈跳」了一下，下車查看才發現「代誌大條」，事後他也感到相當懊惱，承諾會負起所有賠償責任。警訊後依業務過失傷害致死罪嫌送辦。(中國時報)，

張家祝：盼貨貿上半年完成

    　貨貿談判是在民國100年2月22日開始協商，至今已達到2年10個月。不過據透露，經濟部要求貨貿協議中，其降稅產品的貿易量，必須占輸往大陸貿易額的9成，換言之，就是我方關切的四大產業（面板、汽車、石化與工具機）通通要放入降稅名單，對此，但大陸將這3大產業列為敏感產業，因此堅決反對。
    　另我方期盼比照當初入WTO的方式，提議用關稅配額制度，降低整車開放的衝擊，但陸方並不同意，要求一次性降稅，也使談判陷入膠著。
    　中國商務部昨也呼籲，為希望台灣在加強兩岸產業分工與合作的同時，進一步放寬對大陸貨物的進口限制，加快兩岸經濟合作架構協議（ECFA）貨物貿易協議的磋商與簽署。
    　商務部發言人沈丹陽在記者會中指出，台灣方面對大陸一直實行「寬出嚴進」的貿易政策，嚴格限制大陸產品進口。雖然經過多次的調整，但到目前為止，台灣8，726項進口產品當中，仍有2，000多項產品未對大陸實施開放的措施。
    　他表示，目前大陸方面在兩岸貿易逆差較大，這樣的經貿發展並不健康，希望台灣方面能放寬對大陸貨物的進口限制，並儘快簽署貨物貿易協議。
    　對此，我熟悉兩岸經貿談判人士表示，商務部所指2，000多項產品，為我方保護的產業，即便是加入WTO也未開放。他指出，兩岸經貿往來健康，應該在現在貨品貿易正在談判的品項上雙方共同努力達成共識。
    　根據大陸商務部的數據顯示，今年前11個月，大陸與台灣的貿易額達1，807億美元，較去年同期上升18.8％，大陸方面貿易逆差1，063.5億美元，上升22.4％。，

    　中國也是歐巴馬必須面對的難題。凱根表示，南海、東海都出現領土爭議，尤其是中、日的釣魚島糾紛升高，這些爭議可能把美國捲進來，造成美、中關係緊張。
    　他說，中國即將產生新的領導人，新領導人上任之初可能不願與美國妥協，可能在某些議題上與美國對抗，這是歐巴馬必須考慮的問題。
    　不過，凱根表示，歐巴馬政府「會鼓勵中國在經濟上成功並與美國合作，而且顯然我們兩國經濟上已經完全融在一起」。凱根指出，歐巴馬政府也希望中國「不要推行潛在的危險戰略」，並希望中國以「談判達成的規則來處理這些島嶼爭端」。
    　凱根說，面對一個又一個外交難題，美國卻因為預算緊縮而減少了籌碼，國防、外交影響力打折扣，將使歐巴馬左支右絀，在亞洲的「再平衡」戰略也可能無以為繼。
    　同台的布魯金斯研究院政府事務專家魏茨（Benjamin Wittes）也認為，歐巴馬第二任期仍將面對共和黨占多數的眾議院，第一任期的處境可能在第二任期重現，內政上無以施展，外交上也有志難伸。，
