，自來水公司昨天召開說明會，承諾汰換13公里570公尺的管線。秀水陝西、金興和秀水3村1200多用水戶，長年抱怨，繳一樣水費，自來水要來不來，不只常缺水，水來了，就算水龍頭全開，還像是老人尿尿，細細滴啊滴！洗個東西都麻煩，平常供水僅能維持3餐有水，比現行實施二階段限水還嚴苛，「這是什麼苦日子啊！」村民向立委王惠美陳情，尤其近年搬進的人口多，缺水越發嚴峻，今年大過年還有用戶一連兩天沒水用，提早陷入了苦旱！王惠美爭取經費，並要求自來水公司正視民生需求，昨天自來水公司召開說明會，董事長阮剛猛也出席，指出將全面汰換舊有的150公厘幹管，換成300公厘或200公厘幹管；亦將3個村巷道支線，分別汰換成200公厘及100公厘管線。全部工程將分4標進行，今年5月開始施工，預計汰換總長度13公里570公尺，並將設置水壓觀測站10處，可隨時觀測各點水壓有無異常或不足，並立即處理或緊急調配供水，整個工程預計11月完成，總經費達1億2000萬。，

現年30、29歲的許姓姊妹，自小父母離異由祖父母撫養，父親20年前亡故，兩姊妹不知父親生前曾替人作保，沒有辦理拋棄繼承，年初妹妹被銀行按月扣薪，才知「繼承」542萬多元的連帶保證債務，經提出債務人異議之訴，台北地院依《民法》「限定繼承」規定，判2人免背父債，銀行得歸還扣走的4萬多薪水。許姓姊妹的父親，20多年前替李姓友人作保，向寶島商銀貸款，李因未清償，銀行提告獲勝訴判決後，因查不到許名下有財產，就聲請債權憑證，寶島商銀後改名為日盛商銀，仍持續追債，直到去年轉向許氏姊妹追債，並查到小妹有薪資收入，就聲請強制執行，按月扣薪1/3，先後扣了4萬1446元薪水。

她們認為，從小未與父親同住，不知父親生前替人作保，雖未辦理拋棄繼承，但依民法規定，不應背負連帶保證債務，因此向北院提起債務人異議之訴。法官審理認為，許父在銀行提告追債前的1995年過世，2姊妹當時才10歲、9歲，為限制行為能力人，且不知父親行蹤與財產狀況，根本無從辦理拋棄繼承。2人既未繼承遺產，由她們繼續履行父親留下債務本金、利息、違約金，顯失公平，依民法規定，2人沒有繼承遺產，就不須以個人財產負還債責任，判決日盛已在進行的強執執行程序應撤銷，以後也不能拿已取得的債權憑證，執行許姓姊妹的財產，還得歸還已扣走的4萬多元薪水。(中國時報)，

今天是父親節，許多人早已準備好禮物要在今天送給親愛的爸爸，但台北市商業處日前針對領帶、刮鬍刀及皮帶3款商品抽查，發現領帶不合格率達25％，且以沒有標示製造（進口）商資訊最多，提醒民眾挑選禮物時要睜大眼睛，小心挑選。領帶、刮鬍刀及皮帶是許多人在挑選父親節禮物時，最常想到的選項，但多數人第一眼只看外觀漂不漂亮或材質好不好，卻較少注意到有無完整標示，導致無法找廠商詢問或使用錯誤的清洗方式。

今天是父親節，許多人早已準備好禮物要在今天送給親愛的爸爸，但台北市商業處日前針對領帶、刮鬍刀及皮帶3款商品抽查，發現領帶不合格率達25％，且以沒有標示製造（進口）商資訊最多，提醒民眾挑選禮物時要睜大眼睛，小心挑選。領帶、刮鬍刀及皮帶是許多人在挑選父親節禮物時，最常想到的選項，但多數人第一眼只看外觀漂不漂亮或材質好不好，卻較少注意到有無完整標示，導致無法找廠商詢問或使用錯誤的清洗方式。

北市商業處表示，依據「服飾標示基準」，領帶在販售時需標示「製造商或進口商名稱、電話及地址」、「尺寸或尺碼」、「生產國別」、「纖維成分」及「洗燙處理方式」，且應以中文為主。這次於父親節前夕前往百貨公司及賣場抽查，其中21件領帶中有7件不合格，不合格率達25％，且以沒有標示製造（進口）商資訊計6件最多。商業處提醒，除了注意外觀、品質外，同時要注意商品是否有完整商品標示，才能買的放心、讓父親收的開心，若欲了解相關規定，可上北市商業處網站（http://www.tcooc.taipei.gov.tw/）查詢。(中國時報)，

　依依情定38歲徐頌傑，他180公分，日本中央學院法律系，是上班族，他喜歡她的孝順與愛家。佩佩嫁給36歲余友能，兩人交往13年，他170公分，大葉大學造型藝術系，是婚紗造型師，年收入約200萬。
　依依佩佩說，同日生是難得緣分，同天完成終身大事，更是階段性任務達成。佩佩說，「母親同時失掉兩塊肉，哭得比我們還大聲，但也雙倍驕傲。」這次花20天搞定婚禮，兩人原以為可分擔職務比較輕鬆，反而加倍複雜，因要平衡３家人意見，難度跳３級。
　依依籌備婚事期間，因蠟燭兩頭燒，發生流出些微羊水、寶寶狂踢肚子數小時等驚險事件，她特別設計價值百萬的「孕度隱形婚紗」保持曲線；佩佩則打造純手工水晶蕾絲高級訂制服。
　張艾亞與巧巧、小小瑜、李妍瑾擔任伴娘，4人胸圍驚人，依依佩佩笑說：「身材太過魔鬼，史上最強伴娘。」，

台灣的治安良好，被國際評價為全世界第2名，這是警察辛勞努力，百姓善良配合贏得的榮耀，值得欣慰。藉此慶賀警察節。但近年，現實的警政卻因脫軌的民主，讓警察失去尊嚴，不知為何、為誰而戰？「不如歸去」之嘆爆發早退潮，警察出缺近萬，警察超勤過勞，難維民眾安全，警力嚴重不足的警政危機與治安危機，值得重視。

警察是國家的執法人員，本不分政黨派系，國民黨執政民眾違法抗爭警察依法執行，民進黨執政紅衫軍十月圍城，警察依然執法。但有時，警察不免變成政爭的工具與犧牲品。太陽花學運時，立法院被占議事癱瘓，學生違法侵入行政院依法驅散，立法院據此刪減警察訓練預算，屆時若警察無力維護秩序，誰要負責？警察最需要的是執法尊嚴、是執行公權力的後盾，他們才能勇於維護社會秩序、保障民眾生命財產安全。政治惡鬥、藍綠政黨輪替的過程中，要確保社會安定，給予警察公正執法的空間是最關鍵的作為，不管是紅衫軍還是太陽花，如果秉持同樣的執法標準，不僅社會不會失序，民主的果實也才能得到保障。在尊重警察執法尊嚴的同時，身為一位退休警員，我們也呼籲政客停止操弄民粹，因為這最耗損社會成本，警察大動員一次，就是一次納稅人血汗錢的耗損。讓台灣政局穩定、社會安定，勤奮善良的百姓有能力再創經濟奇蹟。警察免於疲於奔命，象徵著社會安定，則民眾幸甚，台灣幸甚！(中國時報)，

衛星公會：以商業協商取代無線電視必載規定

，無線電視大多黨、政、軍持有，考量當時無線電視傳輸環境不足，部分地區仍有收視不良狀況，所以透過立法將無線電視頻道必載到有線電視，以利全國民眾收看。但黨政軍全面退出媒體後，現階段除了公廣集團，其他如台視、中視、華視、民視都已商業化，與衛星電視台一樣是商業電視台。政府又耗資數十億元協助無線電視數位化，全國民眾都可經由無線機上盒或內建機上盒免費收視20個無線電視數位頻道，若依照電視學會觀點，讓民眾改採有線電視系統來收看無線電視，反需支付收視費用，對民眾不見得更有利。鍾瑞昌分析，從美、英、日、韓等視訊大國數位匯流發展經驗來看，除了公共電視外，並未強制有線電視平台必載無線電視頻道，而是由雙方協商上架。無線電視、有線電視、網路電視(MOD)都是重要的視訊平台，三者內容、收視條件、收視費用不同，應讓消費者自由選擇如何收視。衛星公會主張，商業無線電視必載在有線電視的目的性早已消失，政府應檢討必載政策必要性，而非一昧推行商業無線電視必載或有條件在基本頻道播出。在尊重市場機制自由競爭的前提下，衛星公會建議應審慎檢討有線廣播電視法第37條必載的必要性與合理性，建構產業公平競爭、民眾充分選擇的收視環境。，
