水電費開電子發票，除民眾未來200元六獎小確幸機率更低外，也可能出現「中獎人認定」的爭議問題。領獎時應該是以帳單為準，但是繳納水電費帳單的人不一定是房屋使用者或屋主。國稅局考慮除帳單外，可能還會要求拿權狀、戶口名簿或地址做證明，但因狀況有太多種，財政部對具體做法還需要進一步研擬。萬一房東向房客收水電費，實際繳錢的是房客，但繳費人是房東，那對中1000萬大獎時，這張發票到底是歸房客還是房東所有？這就會引發糾紛。國稅局坦言「確實相當複雜」，領獎時應該是以帳單為準，但是繳款人未必是住戶，也未必是實際繳費人。因此考慮除了帳單之外，可能也要拿權狀、戶口名簿或地址證明領獎。

國稅局官員說，初期規畫要求水電電信業者，對民眾帳單必須開立無實體電子發票存在雲端系統，並主動幫用戶對獎、通知中獎人，也需提供會員平台，讓用戶得以查詢發票資訊。至於本來就持有電子發票載具的民眾，是否能跟水電帳單中獎發票整併歸戶；或直接用來扣抵下期帳單金額等配套？財政部官員也說，會積極研擬各種可能方案，盡量來讓民眾使用更方便。(中國時報)，
